II. External Auditor Services
Under the current Technical Intern Training Program (TITP), supervising organizations are required to implement an External Audit System. Most organizations choose an “External Auditor” to ensure higher levels of neutrality and expertise.
Key Duties of an External Auditor:
- Periodic Audits (Once every 3 months): Reviewing business execution and preparing reports.
- Accompanying Audits (Once a year): Joining the organization’s audit of the implementing site to ensure it is conducted properly.
- Ongoing Support: Responding to daily inquiries and attending general meetings.
【Important】 The 2024 Legal Reform: Transition to the “Ikusei Shuro” (Training-and-Employment) System On June 14, 2024, the new Training-and-Employment Act was enacted.
- Shift in Purpose: Moving from “international contribution” to “developing and securing human resources.”
- Mandatory Auditors: The new “Management Support Agencies” must appoint an External Auditor (External Officers will no longer suffice).
